Proposals
ESTI-MATE© organizes costs by a work
breakdown structure (WBS), that can be cross-related
to construction work types such as hull, equipment,
piping, electrical, paint and more. It will also complement
an optional product work breakdown structure, or PWBS,
which identifies construction units and modules that
are the building blocks of the ship.

The system will allow any number of different contract
proposals to be developed in its database, and different
estimates can be based on different methods used. Likewise,
estimates of alternative proposal configurations and
options can be generated, adding to the overall flexibility
and adaptability of the system.
Unlike other cost estimating systems targeting the
civil construction industry, ESTI-MATE is organized
and geared strictly for the shipbuilding and repair
business.
ESTI-MATE streamlines and expedites the estimating
process. The multi-user system supports a wide range
of data libraries including shipyard standard work packages,
costs from a parts catalog, as well as manual cost entries,
and portions of estimates copied from earlier proposals.
The system offers automatic features for material cost
escalation and adjustable rate tables and can generate
estimates in domestic currencies.
ESTI-MATE is fully integrated with other PERCEPTION®
modules including WORK-PAC© (labour and
manpower management module) and MAT-PAC©
(material purchasing and stock supply) to automatically
create production budgets and management reserves, work
orders and material requisitions. The integrated project
management suite is referred to as PERCEPTION.

After contract award, PERCEPTION automatically
will compare actual production cost performance against
both budgets and the originating estimate. Feedback
of actual cost performance by PERCEPTION will
provide valuable updates to the estimating cost libraries
for better future bidding data.
ESTI-MATE offers links to popular design and
engineering systems to electronically download ship
systems material requirements that then can be processed
and priced for a comprehensive proposal.
ESTI-MATE offers a unique, easy to use, cost
risk evaluation that helps to provide more confidence
in the price proposal.
For new construction, there are available options of
pre-programmed cost models for a variety of ship types
(high speed catamarans, trimarans and monohulls, as
well as other ship types). These models offer many design
options and generate comprehensive cost estimates that
detail non-recurring design and detailed engineering
and detailed production costs. These models can be updated
by the shipyard to better reflect the shipyards
own cost performance characteristics and build strategies.
